Regency Centers promotes key staff to executive positions

Regency Centers has recently promoted two members of its executive staff.

Brian Fraser has been promoted to senior vice president of People Services where he will continue to oversee the company’s human resources function. He is responsible for the creation and implementation of all human resources policies, systems and practices that attract and retain high potential real estate professionals. Previously, Fraser held the position of Vice President of People Services. Fraser has been instrumental in leading Regency to be twice certified as the only “Employer of Choice” in its business sector, according to Quantum Workplace. He is based in the company’s Jacksonville headquarters and has been with Regency for nine years.

According to Brian Smith, Regency Centers President and Chief Operating Officer, Fraser has significantly raised the bar in terms of human resources customer service and responsiveness for the company. 

“Today, Regency Centers’ People Services Department is no longer just a payroll processing function, but an important strategic partner in improving our employees’ work experience and level of engagement,” said Smith. “Brian has helped us to devise ways to better facilitate communications at all levels. He has enhanced employment practices and policies, designs improved compensation systems and institutes better talent development programs,” he said.

Fraser is a graduate of Penn State University in University Park, Pa. Previously, he served as senior vice president of Human Resources for Homestead Guest Studios. He also worked with Blockbuster Entertainment and Foot Locker Corporation as a human resources consultant in operational management for more than thirteen years.

In addition, Kathy Miller has been promoted to Senior Vice President of Financial Services and Tax. In her new role, Miller is responsible for underwriting of investments, analysis of historical operational results and budgeting and forecasting for the operating and development portfolios. Previously, Miller served a dual role as Vice President of Tax and Development Accounting. Miller is also based in Jacksonville.

“Kathy has spent a total of seventeen years at Regency, where she has been an incredibly important part of Regency’s growth and success. As our resident tax expert, Kathy not only oversees tax compliance, but also the planning and structuring of transactions that help minimize Regency’s tax obligations,” said Smith. “Kathy has also been invaluable in helping to structure innovative purchases and joint venture agreements, and facilitating the successful execution of profitable investment opportunities,” he said. 

Prior to joining Regency, Miller was Senior Tax Manager with KPMG. She graduated with a Bachelor of Arts degree in Accounting and a Masters of Accountancy from the University of South Florida in Tampa. In addition, she is a Certified Public Accountant.
