• Leah Donelan has been promoted to vice president of operations at the Nonprofit Center of Northeast Florida. She is responsible for management of grant programs and strategic planning efforts, website development and overall operations of staff activities.

• Also at the Nonprofit Center, Kimberly Govan has become director of membership and programs. Govan coordinates the Nonprofit Center’s services for its 230-plus members. Andrea Spencer has been appointed the new director of communications and marketing.

• Elaine Dianne Spencer will serve as the U.S. Housing and Urban Development Southeast Region Field Office director for Jacksonville, covering 36 counties in North Florida, starting Friday.

• Gov. Charlie Crist reappointed Elaine Coats of Fernandina Beach to the State Historical Records Advisory Board for a term ending April 6, 2013.

• Today’s the day for the 25th annual National Philanthropy Day Luncheon hosted by the First Coast Chapter of the Association of Fundraising Professionals. The event, presented by Bank of America and U.S. Trust, will recognize leaders and organizations for their contributions to the community. AFP International President & CEO Paulette V. Maehara will also present a special recognition to the PGA Tour for its ongoing charitable giving. The event is at the Hyatt Downtown.
