Harris Teeter is closing in on constructing the fuel center it announced with its new Atlantic North shopping center grocery store in East Arlington.
The city is reviewing plans for the Harris Teeter Fuel Center at an estimated project cost of $2 million on a 1-acre site at 11506 Atlantic Blvd. No contractor has been identified.
The five multiple-pump dispensers and 240-square-foot kiosk will include an overhead canopy and two underground storage tanks along with additional work. It is across Atlantic Boulevard from Atlantic North.
Harris Teeter, based in Matthews, North Carolina, operates a store in Fernandina Beach and is building its second Florida grocery store in Atlantic North. The supermarket is expected to open in spring 2027.
Jacksonville-based Sleiman Enterprises owns the land for the shopping center and the fuel center.
The Atlantic North shopping center, which is at northwest Atlantic and Kernan boulevards, already has a RaceTrac and 7-Eleven, both with gas pumps.
The Harris Teeter fuel center land is south of Atlantic Boulevard, across from the Tesla sales, service and delivery center and the AutoNation USA used-car dealership.
Harris Teeter operates fuel centers near its supermarkets.
The St. Johns River Water Management District received a permit modification request in April for the “Atlantic North Fuel Center.”
Harris Teeter Properties LLC of Matthews, North Carolina, is listed as the applicant for the project. Kimley-Horn and Associates Inc.’s Jacksonville office is the civil engineer and project agent.
Harris Teeter, which is owned by The Kroger Co., announced Nov. 10, 2025, it will open in Atlantic North. The city issued a site-clearing permit Feb. 12, 2026, and a construction permit March 13 for the 61,204-square-foot grocery store at 11901 Atlantic Blvd.
Hawkins Construction Inc. of Tarpon Springs is the contractor for the project between LA Fitness and Academy Sports + Outdoors.
It will be Harris Teeter’s first new store in Jacksonville since two closed in 2004 and 2006 before The Kroger Co. bought the chain in 2014.
Responding to a news report saying Harris Teeter had abandoned plans to build up to 80 stores across Florida, the company issued a statement July 13 saying it still planned to open a store under construction in Jacksonville but would not address other potential sites.
“The only site Harris Teeter has announced in Florida is the Atlantic North Harris Teeter in Jacksonville,” the statement read.
“Per our standard policy, we only comment on locations where we are currently operating or have executed lease agreements. Beyond those locations, we do not comment on potential sites or real estate speculation, though we routinely evaluate opportunities that support our long-term business objectives,” it said.
“We remain committed to serving customers in Florida through our Fernandina Beach location, and we are looking forward to opening Atlantic North Harris Teeter in Jacksonville in early 2027.”
Several sites in St. Johns County match the descriptions of Harris Teeter, but the company has not confirmed those.
