Gateway Jax to add retail to Block N6 parking garage in Pearl Square

The city is reviewing civil engineering plans for the garage at Union, Hogan, Beaver and Julia streets, which would gain at least eight ground-floor retail spaces.

Gateway Jax continues to progress through its Pearl Square development Downtown by turning its attention to Block N6, a parking garage that will gain first-floor retail space.

The city is reviewing civil engineering plans for Gateway Jax’s designs to add at least eight retail spaces on about half of the ground level while retaining parking on the back half and on the three floors above it.

Block N6 is bordered clockwise from the north by Union, Hogan, Beaver and Julia streets.

Block N6 is currently addressed as 712 N. Hogan St., but with the retail spaces opening to the south, it appears the building will be readdressed as 245 W. Beaver St. Gateway Jax’s Pearl Square Guide shows the stores will include a full-service restaurant, shopping, fitness and a quick-service restaurant. 

Jacksonville-based England-Thims & Miller Inc. is the agent for the project, which will be developed on the 1.52-acre block. 

The site is between Gateway Jax’s “lighthouse” garage on Block N5 at 721 N. Pearl St. and Block N7, where Publix Super Markets Inc. plans to lease space on the ground floor of a residential redevelopment at 119 W. Beaver St.

The project description for Block N6 calls for a mixed-use redevelopment and renovation of an existing parking garage. The Duval County Property Appraiser’s website shows the garage, at five stories counting rooftop parking, comprises about 251,000 square feet. It was built in 1989.

Pearl Square is under development to anchor the city’s NorthCore, a Downtown area west of Jacksonville City Hall and north of the courthouses for Duval County and the U.S. Middle District of Florida.

Gateway Jax partners intend to develop Pearl Square through a more than $750 million investment in nine blocks to create residential, retail, office, hospitality and public space through new construction and historic renovation.

The project comprises more than 1,250 new multifamily units across four residential buildings.

The first apartments are expected to open this year, with further completions in 2027 and Blocks N6, N7 and N8 finished in 2028, according to the Pearl Square Guide.

Gateway Jax is a partnership between principal Bryan Moll, JWB Real Estate Capital and DLP Capital. Its plans call for a $2 billion investment across 25 city blocks.  

In November 2023, the Downtown Investment Authority board approved $38.9 million in completion grants for the first four Gateway Jax projects. Jacksonville City Council granted final approval to those grants in August 2024. 

In December 2025, the board voted to recommend passage of an incentive package that included a $28.25 million completion grant for Gateway’s Publix-anchored 14-story tower at 119 W. Beaver St., the former main auditorium of the First Baptist Church. Council has yet to approve or deny that grant.

The Colliers Urban Division commercial real estate group has been representing Gateway Jax to lease the retail space in Pearl Square.
