With the 2025-26 Jacksonville City Council term coming to an end June 30, incoming President Nick Howland set committee rosters and meeting times for the 2026-27 term.
Howland announced standing committee memberships June 26, with committees set to begin meeting July 20 after an annual summer break. The start of committee meetings coincides with Mayor Donna Deegan introducing her proposed budget for the fiscal year 2027, which begins Oct. 1.

The five standing committees review legislation, take comments from the public and vote whether to recommend it to the full Council for approval, denial or withdrawal.
Each member of the 19-member Council will sit on two committees in the coming term, a change from 2025-26. That year, President Kevin Carrico assigned members Matt Carlucci and Jimmy Peluso to only the Transportation, Energy and Utilities Committee, before removing Peluso from that committee assignment.
Committees meet during the first and third weeks of each month, while full Council meets during the second and fourth week of the month.
Committee assignments and times are:
Finance: Chair Will Lahnen, Vice Chair Chris Miller, members Rory Diamond, Terrance Freeman, Mike Gay, Rahman Johnson and Randy White; meets 1 p.m. Tuesdays.

Rules: Chair Gay, Vice Chair Ken Amaro, members Michael Boylan, Freeman, Lahnen, Ju’Coby Pittman and Ron Salem; meets 9 a.m. Mondays.
Land Use and Zoning: Chair Joe Carlucci, Vice Chair Diamond, members Raul Arias, Carrico, Reggie Gaffney Jr., Rahman Johnson and White; meets 5 p.m. Tuesdays.

Neighborhoods, Community Services, Public Health and Safety: Chair Miller, Vice Chair Tyrona Clark-Murray, members Boylan, Matt Carlucci, Carrico, Jimmy Peluso and Salem; meets 1 p.m. Mondays.
Transportation, Energy and Utilities: Chair Amaro, Vice Chair Pittman, members Raul Arias, Matt Carlucci, Clark-Murray, Gaffney Jr. and Peluso; meets 9 a.m. Tuesdays.
