Jacksonville City Council is set to consider nominations of William Bruce to the Downtown Investment Authority board and Becky Morgan to the Downtown Development Review Board.
Bruce, nominated by Council President Nick Howland through Resolution 2026-0616, works as the director of multifamily investment sales for Cushman & Wakefield, according to his resume. A 2013 graduate of the University of North Florida, he was previously a senior bank manager for PNC Bank.
Bruce would fill the seat vacated by Cameron Hooper, who resigned from the DIA board July 6, citing commitment to his family and increasing professional demands.
Morgan, nominated through Resolution 2026-0612, is the commercial market director for architectural firm Zyscovich. She previously worked as Zyscovich’s commercial market lead and as an interior designer for Gresham Smith and for Reynolds, Smith and Hills Inc.
A 2010 graduate of the Art Institute of Jacksonville, Morgan would fill one of two urban planner seats on the DDRB, replacing Frederick Jones.
DDRB bylaws require the board to maintain two architects; one landscape architect; one contractor, developer or real estate professional who does work within Downtown; three Downtown property owners, owners of businesses or full-time employees of a business or professional office in Downtown; and two urban planners.
The DDRB essentially serves as the planning commission for the eight districts that make up Downtown Jacksonville. The board, which comprises nine voting members, reviews all development and redevelopment projects, serving in an advisory capacity to Council on some matters such as rezonings and having final authority on others, such as exceptions, variances, waivers and minor modifications.
All DDRB members are nominated by the mayor’s office and appointed by Council.
Both appointments will be considered by the Council Rules Committee before being subject to a full Council vote.
