A planned Eastside infill development with 77 residential units and 25,000 square feet of commercial space is set to move forward after receiving Jacksonville City Council approval on June 9.
Council approved a rezoning and land use change for 3.37 acres near East Eighth Street and Phoenix Avenue for the project with 14-0 votes. Members Raul Arias, Rory Diamond, Chris Miller, Jimmy Peluso and Ron Salem were not present.
The site is about 1 mile north of EverBank Stadium.
The property owner is Perfect Score Realty Group II LLC, which according to state records is managed by Lucius and Jacqueline Lattimore of Jacksonville.
The Council votes came on Ordinance 2026-0292, which contained a rezoning from Industrial Light to a Planned Unit Development, and ordinance 2026-0291, which contained a land use change from Light Industrial to Community/General Commercial.
A PUD allows uses, regulations and standards tailored to a property.
Attorney Cyndy Trimmer, representing the Lattimores, said the developers were seeking partners to build affordable and workforce housing on the property. Trimmer is with the Driver, McAfee, Hawthorne & Diebenow firm.
The project would be developed in five phases, according to a staff report. Phases one and three would include commercial and residential development. Phases two, four and five would include multifamily residential development.
Parking on the property would provide 2.5 spaces per 1,000 gross square feet for commercial and retail space. For multifamily space, there would be 1.5 spaces per one-bedroom unit, two spaces per two-bedroom unit and 2.25 spaces per three-bedroom unit.
The area around the proposed development is a mix of single and multifamily residences, churches and an array of industrial and commercial uses, according to the Planning Department staff report.
Optima Construction Management LLC will serve as the planner and engineer, according to the application.
