Preparing for a West Jacksonville redevelopment, the city is reviewing a permit for an estimated $1 million site-work project at the former Westside Plaza.
Jacksonville-based Cross Regions Group wants to start partial site demolition at 5800 Ramona Blvd. that includes milling and surfacing the asphalt parking lot and construction of stormwater islands in the Office Depot parking lot.
The site is south of Interstate 10 at southeast Lane Avenue and Ramona Boulevard.
Cross Regions intends to redevelop the site as Fountains at Westside in multiple phases, starting with the renovation of an existing 36,000-square-foot building where Office Depot operates.
Cross Regions, through Fountains at Westside LLC, bought the 25.66-acre property in four parcels in December 2024 for about $9.8 million.

The former Westside Plaza was built in 1970. Previous tenants included The Home Depot and Piccadilly cafeteria. The Home Depot moved and the building became Johnson’s Family Flea and Farmers Market. It was demolished, as was the Piccadilly building.
Cross Region’s plans call for a mixed-use development including medical, hospitality, dining and retail uses.
On March 19, the Jacksonville Planning Commission approved Cross Regions Group’s request to change a previously approved site plan.
Contained in MM-26-08, the change was to a site plan in a Planned Unit Development zoning approved in 2023 for the property. The site plan attached to that PUD allowed for 400 residential units.
A PUD allows uses, regulations and standards tailored to a property.
The Planning Commission’s vote constituted final approval of the request for minor modification, with no action required by Jacksonville City Council.
David Ergisi, Cross Regions president and CEO, said in 2025 the development would create a “hub” for area residents, similar to River City Marketplace or St. Johns Town Center.

Plans call for a gas station, a 5,000-square-foot restaurant, a 36,000-square-foot retail building, a 2,100-square-foot restaurant, a 15,000-square-foot medical office building and a 40,000-square-foot hotel.
Cross Regions Group submitted civil engineering plans for the project in December 2025. The St. Johns River Water Management District issued an environmental resource permit Oct. 31 for the project’s mass grading plans.
Cross Regions Group is also the developer of the 100-acre The Fountains at Saint Johns mixed-use development at County Road 210 West and I-95.
