Boyer chooses council members elected last year to lead committees

There is no such thing as “new” when it comes to City Council for the 2016-17 year that starts Friday.

Incoming council President Lori Boyer released her configuration of committees Tuesday evening and atop each list shows a familiar theme: Each of the six committees will be led by one of the 11 members elected in 2015.

Vice chairs for each will be members who were elected in 2011 and subsequently re-elected last year.

Boyer has said in recent months she wanted to provide the newer members with leadership roles to prepare them for the coming years. This overhaul does just that.

The committee format differs slightly than in past years.

Boyer has split up the all-inclusive Recreation, Community Development, Public Health and Safety Committee into two groups.

The standalone Public Health and Safety Committee returns, but a newer entry will be the Neighborhoods, Community Investments and Services Committee. It will handle many of the duties the former recreation committee handled.

Also different this year is the dates and times of each, with committees spread over three days instead of the typical two. It begins with the Neighborhoods Committee on Monday mornings and concludes with the Finance Committee on Wednesday mornings.

Times also have been slightly altered for each to allow for time for special meetings immediately after to address particular topics.

Each committee is expected to have those topical meetings on a biweekly basis.

The committees for 2016-17 are:

Finance Committee

• Anna Lopez Brosche, chair

• Matt Schellenberg, vice chair

• Greg Anderson

• Aaron Bowman

• Katrina Brown

• Bill Gulliford

• Sam Newby

What: Considers all financial matters, including appropriations, budgets, budgetary transfers, taxes, fees, bonds, economic development deals and more.

When: 9 a.m. the first and third Wednesday of every month.

Neighborhoods, Community Investments and Services Committee

• Scott Wilson, chair

• Reggie Brown, vice chair

• Doyle Carter

• Garrett Dennis

• Bill Gulliford

• Joyce Morgan

• Matt Schellenberg

What: Reviews matters relating to parks, recreation, public housing, affordable housing and the like.

When: 9 a.m. the first and third Monday of every month.

Land Use and Zoning

• Danny Becton, chair

• Jim Love, vice chair

• Doyle Carter

• Al Ferraro

• Reggie Gaffney

• Joyce Morgan

• Matt Schellenberg

What: Considers all land use and zoning matters, including preservation, conservation, building codes, urban renewal, real estate, land use and the like.

When: 5:30 p.m. the first and third Tuesday of every month.

Public Health and Safety Committee

• Sam Newby, chair

• Bill Gulliford, vice chair

• Aaron Bowman

• Anna Lopez Brosche

• Katrina Brown

• Tommy Hazouri

• Joyce Morgan

What: Reviews matters relating to the Department of Health, public health, international travel, wellness, mental health, addiction, human services and homelessness among others.

When: 9 a.m. the first and third Tuesday of every month.

Rules Committee

• Danny Becton

• Tommy Hazouri

• Scott Wilson

What: Handles matters relating to appointment nominations by council, mayor and sheriff, will review laws, executive communications, resolutions, memorials, calendars and agenda among others.

When: 1 p.m. the first and third Tuesday of every month.

Transportation, Energy and Utilities Committee

• Al Ferraro, chair

• Doyle Carter, vice chair

• Greg Anderson

• Anna Lopez Brosche

• Reggie Brown

• John Crescimbeni

• Reggie Gaffney

What: Reviews matters relating to roads and streets, concurrency, mobility fees the mobility plans among topics.

When: 2 p.m. the first and third Monday of every month.
