Mayoral budget committee advances deadline extension for VA clinic

Construction delays have already twice pushed back the completion of the North Jacksonville site.

The Mayor’s Budget Review Committee approved a deadline extension through June 30, 2024, for the completion of a VA clinic in North Jacksonville. 

The U.S. Department of Veterans Affairs outpatient clinic and domiciliary is at Max Leggett Parkway and Owens Road.

The Nov. 13 recommendation will be sent to Jacksonville City Council for consideration.

The developer is Uptown Signature Development Inc. 

Infrastructure improvements originally were scheduled to be completed by Dec. 31, 2019. Because of construction delays, the completion deadline was extended to Dec. 31, 2023.

The clinic will comprise medical office, a bank, warehouse/flex space and other offices.

The project was awarded a tax increment district grant not to exceed $200,000 and a 10-year Recapture Enhanced Value Grant not to exceed $1.75 million when the project was first approved in September 2017. Those funds will not be affected by the deadline extension to 2024, according to the MBRC staff report.

The tax increment district grant calls for the creation of at least 40 jobs and $4 million in infrastructure improvements.

The REV grant says that a minimum investment of $20 million must be made by Dec. 31, 2023, or the REV grant will be terminated.

A report Dec. 31, 2022, said the VA clinic is expected to have 380 employees and Uptown Signature Development had invested $10.2 million.

Uptown Signature Development has said that the clinic will be fully operational by the end of 2024. 

The amendment is needed to extend the grant deadlines to Dec. 31, 2024.
