A Dollar General planned along County Road 218 in Middleburg is advancing.
The St. Johns River Water Management District is reviewing an environmental resource permit filed by Tidewater Engineering of St. Simons Island, Georgia, for the project. Clay County is reviewing a building permit application filed in September 2025 for the proposed retail store.
The water management district has 30 days to review the application, and Tidewater Engineering has 90 days to respond. An environmental resource permit is required for new construction to ensure developers have a plan to prevent flooding, manage stormwater runoff and protect nearby wetlands and water quality.
YL21 LLC of Boothbay Harbor, Maine, owns the land where the Dollar General is planned at 4411 and 4417 Country Road 218.
Dollar General markets itself as America’s general store. The store sells food, household and personal-care items, and apparel, along with both name-brand and private-label goods.
According to dollargeneral.com, there are 16 Dollar General stores across Clay County including locations in Fleming Island, Green Cove Springs, Middleburg and Orange Park.
