A grocery store project that could be Harris Teeter is planned in St. Augustine, making it the third potential St. Johns County site for the North Carolina-based grocery chain and the fourth identified in Northeast Florida.
According to plans reviewed May 13 by the county Development Review Committee, the project proposes a 50,208-square-foot grocery store with an attached liquor store, along with a fueling station that proposes eight pumps.
It is proposed at northeast Florida 16 and Inman Road, just east of Interstate 95 and less than 2 miles from the Elevation Pointe Publix.
Winn-Dixie confirmed it is not involved in the project.

Jacksonville-based Inman Road LLC owns the land. Sanford-based CPH Corp. is the civil engineer. CPH also has an unidentified grocery project planned in Poinciana in Osceola County with the same 50,208-square-foot footprint, suggesting a single retailer may be working with the firm across multiple Florida markets.
Elsewhere, a grocery store project that matches the Harris Teeter footprint is planned at County Road 210 and Veterans Parkway, and is moving through the preapplication phase. The location in north St. Johns County is about 3.8 miles southeast of the interchange of I-95 and U.S. 1.
Plans show an 11,000-square-foot retail space adjacent to the grocery and a 5,000-square-foot retail space in the parking lot. There are four outparcels and a 1.12-acre site for a fueling station. The total square footage of the shopping center is 77,000 square feet.
Jacksonville-based Kimley-Horn is the civil engineer. The land is owned by Helow Properties LTD, the developer of the master-planned Greenbriar community.

A third unnamed 61,000-square-foot store that would anchor a shopping center also is planned in the county’s SilverLeaf community.
In November 2025, the county’s Planning and Zoning Agency voted 5-1 to recommended approval for a minor modification to the SilverLeaf planned unit development.
The change would allow the grocery store, an affiliated liquor store and outparcels designed for restaurant tenants to sell alcohol within 275 feet of the Episcopal Church in the Diocese of Florida instead of the required 1,000 feet.
The site is at County Road 16A and SilverLeaf Parkway. Ellen Avery-Smith of Jacksonville-based Rogers Towers represents the project. England-Thims & Miller Inc. of Jacksonville is the civil engineer. The Hutson Co., through White’s Ford Timber LLC, owns the property.
Harris Teeter announced Nov. 10, 2025, it will open five stores in new markets, including in Jacksonville at the Atlantic North shopping center at northwest Atlantic and Kernan boulevards. Construction is underway at 11901 Atlantic Blvd., with the store expected to open in spring 2027 and hire 100 to 200 employees. Jacksonville-based Sleiman Enterprises is the landlord.

At an April 24 groundbreaking, Harris Teeter President Tammy DeBoer said the company is exploring additional Florida locations.
“We’re really looking at key markets throughout the state,” DeBoer said. “So right now, we’re looking at various locations throughout Jacksonville with more plans to be involved.”
Owned by Kroger Co., Harris Teeter is headquartered in Matthews, North Carolina, and employs about 36,000 people. In addition to its retail stores, the company operates grocery, frozen food and perishable distribution centers in Greensboro, North Carolina, and Indian Trail, South Carolina.
The only Harris Teeter in Florida is in Fernandina Beach and recently was permitted for a wine bar. The company previously operated stores in Jacksonville’s Mandarin neighborhood and in Ponte Vedra Beach. Those stores closed in 2004 and 2006, respectively.
