A proposed Eastside development with 77 residential units and 25,000 square feet of commercial space moved closer to receiving city approval, earning a recommendation from the Jacksonville Planning Commission on May 21.
Commissioners voted 6-0 to approve a rezoning and land use change for 3.37 acres near East Eighth Street and Phoenix Avenue for the project, which is about 1 mile north of Everbank Stadium.
The property owner is Perfect Score Realty Group II LLC, which according to state records is managed by Lucius and Jacqueline Lattimore of Jacksonville.
Commissioners Sean Hall, Joshua Garrison and Ali Marar were not present for the meeting.
The Lattimores are seeking a rezoning from Industrial Light to a Planned Unit Development under Ordinance 2026-0292. They are seeking a land use change from Light Industrial to Community/General Commercial under Ordinance 2026-0291.
A PUD allows uses, regulations and standards tailored to a property.

Attorney Cyndy Trimmer, representing the applicant, said the developers were seeking partners to build affordable and workforce housing on the property. Trimmer is with the Driver, McAfee, Hawthorne & Diebenow firm.
The project would be developed in five phases, according to the staff report. Phases one and three would include commercial and residential development. Phases two, four and five would include multifamily residential development.
Parking on the property would provide 2.5 spaces per 1,000 gross square feet for commercial and retail space. For multifamily space, there would be 1.5 spaces per one-bedroom unit, two spaces per two-bedroom unit and 2.25 spaces per three-bedroom unit.
The area around the proposed development is a mix of single and multifamily residences, churches and an array of industrial and commercial uses, according to the Planning Department staff report.
Optima Construction Management LLC will serve as the planner and engineer, according to the application.
The Planning Commission serves as a recommending body on PUD applications. The matter is set to be taken up by the City Council Land Use and Zoning Committee before a full Council vote.
