The Jacksonville City Council will consider a bill increasing a tax incentive for United Parcel Service Inc., which is evaluating an additional $138 million investment and 240 jobs at its Westside Industrial Park distribution hub.
Resolution 2020-423 would amend a 2017 Economic Development Agreement between the city and UPS to increase the company’s Recaptured Enhanced Value Grant from $4.3 million to $6.8 million.
The UPS proposal would expand its planned $196 million investment to $334 million over four years, according to a legislative fact sheet attached to the bill.
The center is at 4420 Imeson Road
City Council President Tommy Hazouri will introduce the bill July 28 at the request of Mayor Lenny Curry.
City Office of Economic Development officials said in the document that the Atlanta-based distribution company had invested $173 million in the facility as of year-end 2019.
UPS told the city it would create 240 more full-time jobs at the site by Dec. 31, 2024, with an average annual wage of $50,000 plus benefits.
The deal would retain at least 1,246 permanent jobs through the final installment payment of the REV grant, according to the agreement filed with the bill.
The $334 million investment would comprise the $173 million invested through last year and an additional $161 million in machinery, equipment, furniture and fixtures.
The terms of the five-year term of the 50% ad valorem tax refund would remain unchanged from the 2017 deal.
A performance schedule in the agreement states UPS would create 60 jobs per year from Dec. 31, 2021, through Dec. 31, 2024.
City economic development officials said UPS is considering several other U.S. states for the expansion.
