Sleiman Enterprises stakes retail claim in West Jacksonville

The Jacksonville-based developer wants to build the Chaffee Square shopping center at southeast Normandy Boulevard and Chaffee Road South.

The city issued a permit April 21 for Target Contractors Inc. to clear 21.11 acres in West Jacksonville for its proposed Chaffee Square shopping center, bringing another corner of retail development to Normandy Boulevard and Chaffee Road South.

At a project cost of $3.75 million, the permit calls for site work, clearing, grading, paving and utility infrastructure for the new retail center.

Jacksonville-based Sleiman Enterprises is developing the project at 11140 Normandy Blvd. at southeast Normandy Boulevard and Chaffee Road South.

The site about 3 miles south of Interstate 10. It is east of the First Coast Expressway and west of I-295.

A Sleiman Enterprises flyer shows an address of 11192 Normandy Blvd. in the same location. Target Contractors is affiliated with Sleiman Enterprises.

The overall landscape plan shows nine parcels, with a central lot of 6.67 acres, seven facing Normandy Boulevard or Chaffee Road South and an eighth on the southern side of the property.

Aside from the central lot, the parcels range from 0.89 to 2.17 acres, although those differ slightly from a traffic plan for the project. Project details often are revised during planning and construction, depending on approvals and on the needs of the retailers who use the site.

The landscape plan shows four access drives into Chaffee Square, with two from Normandy Boulevard and two from Chaffee Road South.

The project civil engineer is Dominion Engineering Group Inc. of Jacksonville. The landscape architect is Janet O. Whitmill.

An October 2025 traffic study by Buckholz Traffic of Jacksonville for Chaffee Square says that it was expected the center would contain the following  land uses. 

While subject to revisions, they appear to be:

Parcel 1: A 4,000-square-foot hair salon and a 4,000-square-foot dental office on 1.03 acres.

Parcel 2: A 1,800-square-foot quick oil-change shop on 0.89 acre.

Parcels 3, 4 and 7: Each with a 4,070-square-foot fast-food restaurant with a drive-thru window. Parcels 3 and 4 are 1 acre each. Parcel 7 (a burger chain) is 1.15 acres.

Parcel 5: A gas station with 16 fueling positions and a 4,100-square-foot convenience market on 1.73 acres.

Parcel 6: A 5,640-square-foot bank with four drive-thru lanes on 1.3 acres.

Parcel 8: 91,749 square  feet of self-storage on 3.02 acres.

Parcel 9: 61,300 square feet of retail space, with no supermarket, on 6.83 acres. A site plan shows up to 66,300 square feet of space on the site.

The site is diagonally opposite northwest Normandy Boulevard and Chaffee Road where Publix Super Markets Inc. anchors The Plaza at Normandy shopping center.

The Chaffee Square traffic study says access to the site will be provided by four driveways with two on Normandy Boulevard and two on Chaffee Road.

The traffic study said the development is expected to be complete and fully operational by the end of 2030.
