Dutch Bros moves on two sites in San Pablo and Flagler Center

The Arizona-based coffee kiosk chain has opened five sites and identified 10 more in Northeast Florida.

Dutch Bros Coffee is closer to developing the 15 locations it has opened or targeted for construction in Northeast Florida.

Two of those projects advanced this week, in San Pablo and Flagler Center.


San Pablo

The city issued a permit June 24 for Dutch Bros to convert a former Starbucks Coffee Co. shop at 14355 Beach Blvd. at a project cost of $991,632.

The 1,360-square-foot space is part of a two-tenant building at northwest Beach Boulevard and San Pablo Road, in the San Pablo and Beach Haven area.

C&S Development Services LLC of Weatherford, Texas, is the contractor identified to renovate space and complete site work to include a drive-thru and a walk-up window. There will not be indoor or outdoor seating.

City utility JEA issued a service availability determination letter in February 2025 for a 1,510-square-foot space within a building whose other tenant is FedEx. It said the building will remain, the site will be reworked to accommodate Dutch Bros standards and there will be a tenant improvement.

The Dutch Bros and FedEx stores would operate side-by-side in the building next to the Pablo Station shopping center.

It is not uncommon for space sizes to be adjusted during regulatory reviews.

The dual drive-thru lanes converge into one at the back of the building.

The 14355 Beach Blvd. LLC company of Jacksonville owns the 3,396-square-foot building, which was developed in 1995 on 0.857 acres.

Starbucks moved nearby into a remodeled Wendy’s at 14447 Beach Blvd., at northeast Beach and San Pablo. The coffee chain has been replacing in-line leased locations with nearby stand-alone stores and drive-thrus.


Flagler Center

Dutch Bros Coffee is in review for a building permit in Flagler Center in South Jacksonville, which is one of at least 14 Northeast Florida locations it has opened, is developing or has identified as a site of interest.

The city is reviewing the permit for an estimated $650,000 project for the coffee kiosk chain at 14955 Old St. Augustine Road.

The 986-square-foot coffee shop would include a drive-thru and a walk-up window, with no indoor or outdoor seating. The site is a vacant 0.7-acre parcel.

No contractor is identified. Castles Design Group of Houston is the architect. 

Dutch Bros wants to build at northeast Flagler Center Boulevard and Old St. Augustine Road on land owned by Jacksonville-based Ash Properties.

The site is in Flagler Center, which is south of Old St. Augustine Road between Philips Highway and Interstate 95.


Dutch Bros to date

Dutch Bros, based in Tempe, Arizona, opened its first area kiosk in August 2024 at 50 McCoy Way in St. Augustine, about a half-mile north of a Publix at the Shoppes at Palencia Commons. 

So far, Dutch Bros has opened five area kiosks in Baymeadows, St. Augustine, Saint Johns, Southwest Jacksonville and West Jacksonville.

Ten more potential Dutch Bros Coffee sites now have been identified in East Arlington, Flagler Center, Harbour Village, Mandarin, Old Arlington, San Pablo/Beach Haven, West Jacksonville, and three in St. Johns County. 

Besides specialty coffee, the company sells its Dutch Bros Rebel energy drink and Nitro Cold Brew coffee.

It offers teas, lemonades, smoothies and its signature Dutch sodas.

Dutch Bros has a limited food menu of pastries, granola bars and muffin tops with no cooking on-site. 

Dutch Bros started in 1992 in Grants Pass, Oregon, and became a public company in 2021 with the formation of Dutch Bros Inc. It is listed as BROS on the New York Stock Exchange. The name is pronounced “Bros” and not “brothers.” It calls its shop staff “broistas,” a take on Bros and barista.

It moved its headquarters to Tempe in 2025.

In 2023, Dutch Bros announced its intentions to enter Northeast Florida.

According to its website, Dutch Bros. has 1,243 locations in 26 states. There are 36 in Florida.
