A special election is scheduled Aug. 18 to choose a successor for Jacksonville City Council member Terrance Freeman, who is stepping down from his At-Large Group 1 seat to run for the Florida House of Representatives.
The Duval County Supervisor of Elections announced the date in a May 29 news release following passage of Council legislation approving the special election.
To qualify, candidates seeking to replace Freeman must file petitions and pay a fee of $2,272.16 for those with no party affiliation or $3,408.24 for partisan candidates, the release stated.
If no candidate receives a majority during the Aug. 18 election, the two with the most votes will square off in a special general election Nov. 3.
Freeman submitted his resignation May 28. He is seeking the District 12 House seat, which was held by Republican Wyman Duggan.
Duggan, who served four two-year terms in the Legislature after winning election in 2018, has said he was considering running against Mayor Donna Deegan in 2027.
Former Gov. Rick Scott appointed Freeman to City Council District 10 in 2018. Freeman was elected in 2019 elected to the At-Large Group 1 seat and won a second full consecutive term in 2023, receiving the most votes of any Council candidate that year. He has reached his term limit on Council.
Freeman served as Council president in 2022-23 after a year as vice president.
He is the senior project manager of apprenticeship programs at the Miller Electric Co., according to his bio on the Council web page.
