Whispers Oyster Bar & Seafood wants to open at 331 W. Forsyth St. Downtown in the former The Bank BBQ & Bakery space. Berling Design Build Corp. is the contractor. Restaurant owner Alex Morantus says he will provide more information after permits are issued. A permit application says no work will be performed other than cosmetic improvements. The kitchen equipment remains.

Popeyes in Arlington: The city issued final site plan approval for Popeyes Louisiana Kitchen at 9309 Merrill Road in Buck Business Park. Verdad Real Estate Inc. is the developer. Popeyes plans a 2,265-square-foot, 52-seat restaurant and drive-thru on 1.25 acres.

Dunkin’ Donuts in Bartram Market: St. Johns County is reviewing an application for construction of a 2,350-square-foot Dunkin’ Donuts with two drive-thru lanes on an acre along Race Track Road in Bartram Market.

Your Pie in Durbin: St. Johns County approved a $350,000 build-out in 2,400 square feet of space at 90 Durbin Pavilion Drive, Suite 101, in The Pavilion at Durbin Park.
