Pier 95 town homes planned on Southbank near RiversEdge

The development emerged after the Downtown Development Review board OK’d a previous concept for the same site.

Ten months after the Downtown Development Review Board granted conceptual approval for town homes on undeveloped land adjacent to the RiversEdge development on the Southbank, there is a new concept for the site.

On June 11, the DDRB is scheduled to hear a request for conceptual approval for Pier 95, a development of 58 town homes on 3.92 acres south of RiversEdge, the mixed-use project under construction on the site of the demolished JEA Southside Generating Station.

The rectangular property is north of Interstate 95 and south of Prudential Drive near the WJXT TV-4 studios at 4 Broadcast Place.

A staff report and plans attached to the agenda show five- and six-unit buildings connected to a future extension of Reed Avenue. Each building appears to be three stories, and there is a shared courtyard, pavilion and outdoor kitchen in the center of the property. 

Homebuilder Lennar is listed on plans submitted to the board, along with CD+urban and Halff architects. CD+urban is a studio within Cronk Duch Architecture.

With a vote in favor of conceptual approval, the project would be eligible for consideration for final approval at a later date. The DDRB’s roles include essentially serving as a planning commission for Downtown.

In August 2025, the board granted conceptual approval for Trailview, which comprised 53 town homes on the same site.

That project was managed by Ryan Homes, one of three brands under Virginia-based homebuilder NVR Inc. Jacksonville-based ELM was listed as the architect.

Plans for Trailview included five four-unit buildings, three five-unit buildings and three six-unit buildings, according to a site plan.

DDRB members backed the project despite criticism of the appearance of the buildings’ garage sides, with members describing it in such terms as “a lot of monotony,” “a lot of sameness” and “almost depressing.”

Members requested the developers revise the design before returning for final approval. 

Van Christiansen, redevelopment coordinator for the Downtown Investment Authority, said developer Chase Properties put forth both Trailview and Pier 95, but with different project teams and agents.

Wyman Duggan, an attorney and shareholder at the Rogers Towers law firm, is representing Pier 95. Cyndy Trimmer represented Trailview. She is a partner at Driver, McAfee, Hawthorne & Diebenow.

Duval County Property Appraiser records show the property owner as Chad Development LLC, managed by Michael Balanky. Balanky is the founder and CEO of Chase Properties. 

The appraiser’s website says the property last sold in December 2024 and does not reflect a change in ownership since the August 2025 DDRB vote on Trailview.

The DDRB meeting is scheduled for 2 p.m. in the City Hall Lynwood Roberts Meeting Room at 117 W. Duval St.
